JOB SUMMARY

Manages the relationships between the City and represented or nonaffiliated employees and oversees the Human Resources services functions of the City including recruitment, selection, civil service, interventions, investigations and policy administration/compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages labor relations with existing bargaining units; acts as chief spokesperson during bargaining; drafts contract language; oversees management negotiating teams; oversees data analysis process; advises and works with CMO, Labor Cabinet, and Council to formulate overall labor policy and negotiation strategies.
  • Manages daily contract administration, coordinates and manages PERC issues not involving litigation; facilitates dispute resolution, contract interpretation, and grievance/arbitration process; oversees Civil Service process.
  • Manages and directs the City's recruitment and selection services.
  • Administers policies and procedures for non-affiliated employees; drafts new and revised policies as needed; ensures legal compliance with Federal and State labor laws.
  • Oversees the City's employee relations services; conducts interventions and investigations; analyzes and recommends solutions to staffing issues; oversees performance management process.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Participates in or facilitates City-wide committees and taskforces.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Human Resources Director.

Supervises human resources specialists, human resources assistants and administrative support staff, as assigned.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in degree in Human Resources, Public Administration, Business, Communications or other related field.

Five or more years of progressively responsible related experience in labor negotiations and Human Resources legal compliance; including knowledge of staffing and selection practices and generalized knowledge of most human resources functional areas, as well as supervisory experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Professional Human Resources or Senior Professional Human Resources certification and ADR or other negotiations certification preferred.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Considerable knowledge of current trends and practices of public human resources administration; thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; considerable knowledge of managerial principles, techniques and practices; considerable knowledge of personal computer use, including word processing and spreadsheet programs.

Skill in traditional and interest-based negotiations and collective bargaining procedures; ability to negotiate agreements and/or reach consensus with diverse and disparate interests; experience drafting and writing contracts and contract language.

Skill in effective, clear and persuasive oral and written communications to individuals and groups.

Skill in resolving conflicts and gaining cooperation among competing interest groups.

Ability to provide leadership, counsel, motivation and constructive performance reviews to department staff, securing their respective commitments to the City's goals.

Ability to articulate and promote the City's strategic positions, including its core values, to a diverse audience.

Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.

Skill in researching complex issues and developing recommended actions.

Ability to plan and organize the work of others; ability to delegate; ability to manage project/activity deadlines of self and others.

Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, City officials, labor unions and the general public; ability to efficiently and effectively administer a human resource system.
